Board Meeting Minutes

Thursday, July 18, 2024, at 3:30 p.m.
Smith Rock Community Church, 8344 11th Street, Terrebonne

1. Board Members Present: Tim Brown, Kristin Yurdin and Guy Vernon.

2. Others Present: Ryan Rudnick, Nancy Blankenship, Linda Swearingen and Jim Wilhelm.

3. Public Comments: Jim Wilhelm had some questions about construction plan elevations and the upcoming budget. He has some concerns about projected expenditures.

4. Consent Agenda June 20, 2024, Meeting Minutes (Exhibit A) Tim moved, and Kristin seconded the motion to approve the consent agenda. Motion carried unanimously.

5. Discussion and Action Items
a. Resolution 2024-003, A Resolution of the Terrebonne Sanitary District initiating the annexation of parcels within the Terrebonne Unincorporated Community boundary eligible for annexation. (Exhibit B). Ryan stated that 96 unique properties have submitted annexation applications to the district. The Board stated that they want to include Terrebonne Assembly of God’s late annexation application to be included in the formal annexation process. Tim moved and Kristin seconded the motion to approve Resolution 2024-003 including the addition of the Redmond Assembly of God property. Motion carried unanimously.
b. Financial Report and Funding Discussion. Kristin stated that there was nothing new to offer the Board at this time. Ryan updated the board about bridge funding should it be needed.
c. Future District Construction and Administrative Services. Nancy stated the Board needs to be thinking about future administrative services beginning January 2025. Nancy suggested that the Board talk to the City of Redmond about the possibility of acquiring administrative services from the city.
